Assistive technology of Ohio – Device Library
A wide variety of assistive technology devices are available to borrow from our library. Items that are currently available are listed below. Items may be borrowed for 30 days. If a requested device is out on loan, the applicant will be placed on a waiting list. In order to borrow a device, a request form must be completed and submitted to AT Ohio.
Assistive technology is any device that enables a person with a disability to be more functional. Using the proper technology at work will allow a disabled person to be more productive, and in turn, a better worker.

Business Financing Opportunities
The Business Financing Opportunities publication will help a business owner find the money needed to start and run a business.
Business Incentive Loans and Bonds
The Business Incentive Loans and Bonds website lists loan and bond programs offered to Ohio businesses. The funds from many of these programs are appropriate for purchasing ADA compliant property or renovating an existing site to make it wheelchair accessible.
Business Incentives Tax Credits
Twelve investment and incentive programs are offered to Ohio businesses clearly explaining funding mechanisms, incentive plans, and application procedures. The programs focuses resources in businesses that expand or locate in Ohio, retain jobs, invest in research/technology and train employees; especially employees with disabilities.
Business Incentives to Help You Locate Your Next Expansion in Ohio
This publication has information on site development assistance, loans/grants, workforce development funding and tax incentives.
Using this information, an employer will be able to make a work site ADA compliant, obtain funding for assistive technology and hire/train workers with disabilities.
Business Resources for Ohio Employers
This document describes some Ohio resources for making good business decisions and finding qualified employees. The resources described can be used by businesses to include employees with disabilities as part of their workforce.
Chamber of Commerce
The Ohio Chamber of Commerce is dedicated to presenting Ohio lawmakers with the business perspective on issues. As Ohio's largest and most diverse statewide business advocacy group, the Chamber has been a consistent voice for business for more than a century.
Computers for Ohioans with Disabilities
Assistive technology of Ohio will help people with disabilities obtain computers. To participate in this program, an application packet must be submitted.

Department of Development
The Ohio Department of Development works to attract, create, grow, and retain businesses through competitive incentives and meaningful, targeted investments.
Employment for Seniors
Ohio Department of Aging Employment for Seniors. More older Ohioans are choosing to stay in the workforce long after they've reached "retirement age." Some do it to supplement their incomes, others do it as their primary income and still others continue to work just to stay active and engaged. The Department of Aging works with regional, state and national partners to help Ohioans find work and get trained in a new skill or refresh their existing skills.
Seniors with disabilities who wish to continue working can benefit from this program by upgrading their skills sets. This program can also help with finding employment.
Entrepreneurship and Small Business Division
Recognizing the vital role entrepreneurs play in Ohio's economy, the Entrepreneurship and Small Business Division works in partnership with a broad network of public and private partners across the state to provide the information, assistance, and advocacy that facilitates small business growth and development. The Division supports Ohio small businesses (up to 500 employees) by creating opportunities for them to expand financial literacy, access the capital and entrepreneurial skills.
This website also offers a ”Menu of Services”. These services can be used by small businesses to employ disabled workers or by entrepreneurs with disabilities to start and grow their own businesses.
High School/High Tech
High School/High Tech is a program that encourages youth with disabilities to explore career choices in technical fields of study like Math, Science and Engineering. Through this program, students will be prepared to fill meaningful positions in Ohio’s high tech markets. The High School/High Tech program incorporates a mix of learning experiences that broaden the educational horizons for students. This program empowers students to take a meaningful place in the high tech marketplace of the twenty-first century.
The goals for our participants are to graduate from school and go on to post secondary education or obtain employment in the technology field.

Minority Business Bonding Program
The following is a summary of the Minority Business Bonding Program:
- Eligible businesses must be certified by the Ohio Department of Administrative Services Equal Opportunity Coordinator as a Minority Business Enterprise (MBE). To be eligible for this program, the business must have been denied a bond by two surety companies within the current fiscal year; the project must be economically sound; and the minority business must not have defaulted on a previous bond issued by the Ohio Department of Development.
- The maximum bonding line pre-qualification is $1 million per business. The premium for each bond requested is 2 percent of the face value of the bond. The business must demonstrate the benefit to Ohio residents by increasing employment opportunities.
- The collateral and/or security are the personal guarantees (indemnity agreements) of the principals and persons substantially involved in business operations, and other such collateral as warranted.
- The review and approval process begins when the company submits a bonding application; the application and supporting documentation are reviewed by the Office of Minority Financing Advisory Board (which meets every fourth Tuesday). If approved, the application is submitted to State Controlling Board for approval, and a prequalification letter will be issued and the company will submit request(s) for actual bond issuance.

Minority Direct Loan Program
The Ohio Minority Direct Loan Program provides direct loans for businesses locating or expanding in Ohio that will create new jobs for Ohio citizens.
The Minority Direct Loan Program focuses on several factors to determine the eligibility of a business for the Ohio Minority Direct Loan Program. Chief among those determinations are the number of jobs created and/or retained as a result of the State’s investment, the extent of participation by the business and a conventional lender in the project; and the demonstration by the business that the State’s assistance is necessary in order for the project to go forward.
To reduce unemployment among people with disabilities in Ohio, jobs created with the support of this program can go to workers with disabilities.
Minority Owned Enterprise Division
As Ohio’s lead facilitator of minority business growth, the Minority Business Enterprise Division assists in the creation, growth, and development of minority business enterprises throughout the state. A key priority of the Division is to increase the level of services statewide that support socially and economically disadvantaged businesses and emerging entrepreneurs in the urban core.
The Division also offers loan and bond programs that can provide access to capital and bonding for firms that may not qualify for traditional lending or bonding.
A business owner who is disabled will benefit from the support offered through this Division.
Ohio Businesses Gateway
The Ohio Business Gateway is about making government accessible to businesses by helping find the information and services needed to keep them thriving in Ohio.
Ohio Capital Access Program
The Ohio Capital Access Program encourages state chartered financial institutions to make loans to For Profit or Non Profit small businesses that are having difficulty obtaining business loans through conventional underwriting standards.
With financial assistance from this program, an entrepreneur with a disability would be able start or grow a business.
Ohio Job Creation Tax Credit
The Ohio Job Creation Tax Credit Program was established in 1993. The program provides a refundable tax credit against a company's corporate franchise or income tax based on the state income tax withheld from new, full-time employees.
Ohio Rehabilitation Services Commission – Employer Services
The Rehabilitation Services Commission (RSC) is the state agency that serves Ohioans with disabilities to achieve quality employment and independence through various services and programs.
Employer Services can boost your business. RSC professionals provide job-ready workers with disabilities to fill your human resources needs. The agency offers recruitment, placement and retention services, training and technical assistance, resulting in satisfied employees and management. Training programs that assist business with accessibility compliance are also available.
Personalized services with a personal touch – at little or no cost to you! Every business has unique needs. That’s why Employer Services professionals tailor programs to fit a company’s specific requirements. First, we listen to you and then we offer targeted options. Most services are free or available for a nominal cost.
Ohio State Apprenticeship Council
Ohio has over 900 Registered Apprenticeship programs that teach high-level skills for today's work-place. Each program includes, at minimum, 2000 hours of structured on-the-job training and 144 hours per year of related technical instructions.
The workers hired as apprentices can be job seekers with disabilities who are in need of job training and practical experience to secure gainful employment.

Ohio Workforce Guarantee Program
The Ohio Workforce Guarantee Program (OWG) supports companies that are making investments in facilities, equipment and training that result in the retention and creation of jobs for Ohioans. The OWG is one of the few programs in Ohio that provides direct financial support to employers for training.
This program can help train workers with disabilities so they can secure or retain employment.
Strategic Business Investment Division
The Strategic Business Investment Division is on the front line of economic development utilizing the state’s outstanding economic development toolbox. The Division supports the well being of Ohio’s citizens by providing business owners and communities with the information and support they need to make informed, critical decisions that directly impact Ohio’s economy and environment for business growth.
This Division also offers Ohio’s new and expanding businesses a comprehensive package of financial and technical assistance resources that support job creation and retention through site location, infrastructure development, and capital investment by industries traditionally strong in Ohio, as well as emerging advanced energy and technology industries.
With this Division’s assistance, a business in Ohio will flourish by hiring and retaining talented workers with disabilities.
Third Frontier Internship Program
The goal of the Ohio Third Frontier Internship Program is to develop a pool of talented workers for Ohio's businesses, create enriching student work experiences and assist students in obtaining permanent full-time employment in Ohio’s technologies industries.
Students with disabilities who are interested in working in the technology field can be hired as interns under this program.
Vocational Rehabilitation Office Locations
The Ohio Rehabilitation Services Commission is divided into three service areas, and has field offices located throughout Ohio. This page provides information about the Bureau of Vocational Rehabilitation (BVR) and Bureau of Services for the Visually Impaired (BSVI) offices serving your area and county. Women’s Business Resource Program
Women are undoubtedly the fastest growing group of entrepreneurs in the nation and very important to Ohio's economy. In support of this growth, the Entrepreneurship and Small Business Division (ESBD) offers an informational page to help women start a business, grow their business, and find women businesses.
